Texas PCS Operator STPCS Becomes 17th GSM Alliance Member, Expands GSM Footprint Along U.S.- Mexico Border

CHICAGO, IL, April 12, 1999 - STPCS Joint Venture, LLC, which will market personal communications services (PCS) throughout its D and F block licenses in South Texas as SOL Communications, has joined the North American GSM Alliance LLC.

A joint venture between AmeriCall International LLC and Western PCS Corporation, SOL Communications will cover a combined population of about two million people in the South Texas markets of Victoria, Corpus Christi, Brownsville-Harlingen, McAllen, Laredo, and Eagle Pass-Del Rio.

"We're pleased to welcome STPCS as our newest member. We believe their geographic presence strengthens the Alliance's ever expanding North American footprint and further advances the interests of Alliance member companies," said Don Warkentin, GSM Alliance Chairman and President and Chief Executive Officer (CEO) of Aerial Communications, Inc.

"Our six markets are characterized by strong economic growth as a result of a rapidly expanding and diverse population base coupled with increased business development due in part to increased trade with Mexico. We believe these markets will be key contributors to the growth in wireless service in Texas", said STPCS President and CEO Edward C. Horner. "Joining the Alliance brings added value to our customers and to our company. It gives us the ability to meet the wireless telecommunications needs of our customers in South Texas, while providing our customers with access to both a national and international network of companies."
